Don Frost faces two theft scheme charges related to allegations that he took proceeds from sales of golf grips paid for by the city, and sold golf balls from the course to a refurbishment company for his own profit. If convicted of both theft charges, Frost faces up to 25 years in prison and fines of up to $25,000.

A plan to build 35 villas and eight single-family homes on the perimeter of the private property’s 18-hole golf course was recently approved by the city. The club will remain open and construction could start as soon as May.
