The area near Hannibal, Mo. hosts around two million visitors a year, and the Corps’ St. Louis District is seeking Statements of Interest for private party construction, operation and maintenance of a recreational development that could include a golf course and indoor sports facilities.
The U.S. Army Corps of Engineers has announced that it is gauging interest in developing a resort at Mark Twain Lake near Hannibal, Mo.
Mark Twain Lake covers approximately 18,000 acres surrounded by 285 miles of shoreline, and approximately 38,380 acres of public land. The Corps currently manages 16 recreational sites in the area, offering a variety of outdoor recreational activities including fishing, boating, water skiing, sightseeing, camping, picnicking, swimming, hiking and hunting. The area now hosts around two million visitors annually, the Corps says.
The Corps says it is now seeking to determine existing market interest and feasibility of development for the area. The Corps’ St. Louis District is seeking Statements of Interest for private party construction, operation, and maintenance of a recreational resort development located near the Frank Russell Recreation Area at Mark Twain Lake, in Ralls County, Mo.
The Corps will use the Request for Interest (RFI) process to determine existing market interest and feasibility of development. This RFI is issued solely for information and planning purposes; it neither constitutes a Request for Proposal (RFP) or Notice of Availability (NOA), nor any promise to issue a RFP or NOA.
The Corps says the RFI process is an opportunity for interested parties to submit a proposal to develop a high-quality, public-use commercial resort concession on 331 acres of public land. The resort development proposal must include these features as a minimum:
- a 100-room lodging facility;
- a restaurant to accommodate resort guests and visitors;
- conference and meeting facilities accommodating an occupancy load of 300;
- boat-mooring facility to accommodate resort guests;
- paved road and parking surfaces;
- LEED Silver rating;
- expanded off-season recreation.
Applicants are also permitted to propose construction of supplemental resort facilities, such as a golf course, conference center, trails, tennis courts, and indoor sport facilities, the Corps says.
The deadline for submitting a Statement of Interest is March 15, 2016. Interested parties may contact the Mark Twain Lake Project Office to address any questions regarding the application requirements, or to arrange for a site visit.
